The chief of each government of twenty-eight states and three of the eight union territories in the Indian Republic is called the Chief Minister. According to the Constitution of India, at the state level, the Governor is the legal head but in reality, the executive authority is the Chief Minister. At present, the office of the Chief Minister of Jammu and Kashmir is vacant. In India, the system of government in states very much resembles that of the center. Each state is governed by a chief minister (CM) who gets elected through a democratic voting process. Union territories, however, have a governor at the top with the exception of Puducherry and Delhi, who also have a serving CM. The CM is appointed by the Governor who also appoints a council of ministers according to the Chief Minister’s advice. In the practice, the chosen leader of the winning party, or in the case of a coalition, the leader chosen by the aligning parties, is summoned by the Governor to act as the CM. In the case of a coalition, the CM must seek votes of confidence on the floor of the House. A CM’s term lasts five years; however, there are no limits on the number of times a CM can be reelected.
